You’ve already listed Incompetech, which is the music site I’d recommend if only for their silent film style piano music. It’s also got some great free graph paper generators too – very handy.

Soundsnap. It’s not completely free (currently there’s a limit of 5 free sounds per month, which is tiny) but the last time I checked it out – back when it was completely free – the sounds were of very good quality compared to other free sources. http://www.soundsnap.com/
